South Korea’s Ministry of Climate, Energy and Environment and the resource recycling industry are launching

a pilot project to recover and reuse rare-earth permanent magnets contained in discarded computers

within the country. The initiative is aimed at strengthening supply chain stability and resource security

by recycling critical minerals found in electronic waste. The ministry recently signed a memorandum of understanding (MOU)

for the “Waste Computer Permanent Magnet Recovery Pilot Project” at the NHRecytech Company facility in Pyeongtaek, Gyeonggi Province.

Participating organizations include the Korea Environment Corporation, E-Cycle Governance,

and the Korea Metal Recycling Industry Association. Under the project, hard disk drives (HDDs) will be separated

from discarded computers, and the rare-earth permanent magnets contained inside them will be recovered separately.

Previously, HDDs were shredded together with other metal materials, causing most rare-earth resources to be processed merely

as scrap metal rather than being properly recovered. The government and industry expect the project

to help establish a domestic circular resource system for critical minerals contained in electronic waste

and provide a foundation for stabilizing the rare-earth supply chain, which currently relies heavily on overseas sources.

Computer HDDs contain neodymium-based permanent magnets.

Neodymium is a key material widely used in advanced industries such as electric vehicles, semiconductors,

wind power generation, and defense manufacturing. Through the pilot project, the government estimates

that approximately two tons of permanent magnets could be recovered annually from around 95,000 discarded computers.

The project will operate through a division of responsibilities among participating organizations.

E-Cycle Governance will oversee the collection of discarded computers and the separation of HDDs,

while the Korea Metal Recycling Industry Association will handle HDD collection and magnet separation.

The Korea Environment Corporation will be responsible for verifying operational performance and managing related statistics.

NHRecytech Company, one of the key participants in the project, plans to expand its business

into the rare-earth resource circulation sector by leveraging its expertise in precious metal

and secondary battery recycling. CEO Na Yoon-ho stated that the company aims to contribute

to stabilizing the supply chain for critical minerals and advancing South Korea’s resource recycling industry.

He also emphasized plans to enhance rare-earth recycling technologies

and expand investment to strengthen the country’s resource security competitiveness.

During a site visit, Minister Kim Sung-hwan of the Ministry of Climate, Energy and Environment stressed

that permanent magnets contained in waste electrical and electronic products are strategic resources

that can help secure rare-earth elements needed for advanced industries.

He added that the government will continue promoting related policies and building a recycling ecosystem to ensure

that critical waste resources can be stably circulated and utilized within the country.
